Evaluation Clean Water Public Service Community Based: A Case Study in Benjala Village, Indonesia

Abstract
This research is motivated by the fact that many areas in Bukukumba Regency still lack access to clean water and poor sanitation conditions. One of the areas in Bulukumba Regency that is experiencing a worrying drought during the dry season, with poor sanitation, is the Plague Village, Bonto Bahari District, Bulukumba Regency. For this reason, the presence of the Community-Based Water Supply and Sanitation Program (PAMSIMAS) is expected to provide a solution to the problems of a lack of clean water and poor sanitation during the dry seasons. However, there are still many problems that arise after this program is implemented, so researchers are interested in studying the PAMSIMAS program in Benjala Village. This study aims to evaluate the Community-Based Water Supply and Sanitation Program (Pamsimas) in Benjala Village, Bonto Bahari District, Bulukumba Regency, using a descriptive qualitative research method. The focus of the research is formative program evaluation, utilizing the theory of administrative evaluation indicators proposed by Howlett and Ramesh, specifically effort evaluation, performance evaluation, adequacy of performance evaluation, efficiency evaluation, and process evaluation. The results of this study indicates that the implementation of the Pamsimas program in Benjala Village, Bonto Bahari District, Bulukumba Regency, when viewed from the effort indicator evaluation and adequacy of performance evaluation can be said to be implemented quite well because infrastructure planning has been built and programmed from Pamsimas Benjala Village has provided many benefits and convenience can be felt directly by the people of The plague Village, but if seen from the indicators of performance evaluation, efficiency evaluation and process evaluation is still not implemented properly because there is still a lack of interest from the The plague Village community to join the clean water program from Community Service The plague Village due to several factors that make this happened and there are differences payment methods and still minimal program development from Pamsimas, Benjala Subdistrict.
